Can be obtained as loot from The Mutated Pumpkin during Halloween (October 31st to November 3rd), or by Skinning its corpse. To skin The Mutated Pumpkin, you must have participated in the battle. The corpse is located in a special room accessible through a teleport that appears for 30 minutes after the Pumpkin is slain, found (here).
