It's the final boss of the Too Hot to Handle Quest.
Behaviour
The Brainstealer never retreats.
Strategy
Avoid staying in front of it because of its strong beam spells. During the fight, players hit by the boss will receive Madness, an effect that deals damager over time. The Madness is contagious so it's suggested that players do not move too much so they don't get/pass Madness.
When the Mental Nexus' spawn the boss will become invulnerable. Position one or both Fleeting Thoughts close to the Nexus to kill it, but do not get hit by the Nexus' spell as it will heal it. Repeat this mechanic twice to defeat the Brainstealer.
