Use it while standing in a house to construct a 
Monkey Statue (No Seeing). You can buy it from Hairycles after finishing The Ape City Quest. It looks the same as a small Furniture Package.
History
Since April 2016, usable furniture kits can no longer be bought from NPCs. An alternative general purpose Furniture Kit that contains the desired furniture can be bought instead and be unwrapped in a house.
