This is the Winter form of Izcandar, the others being Izcandar the Banished and Izcandar Champion of Summer.
It's one of the bosses of The Dream Courts Quest.
Behaviour
Izcandar retargets very often and the blocker should use Challenge frequently. Izcandar Champion of Winter never retreats.
Strategy
Avoid staying in front of it at all costs, since its Beam and Wave attacks are its most powerful source of damage. There are two ways of killing it: the first is to constantly kill the summons in the room using area attacks, and for this mages should abuse their Earth and Energy waves as well as use Thunderstorm Runes. This method is the safest but also take longer. The other method consists in using mostly single target attacks and focusing on the boss, allowing the summons to stay alive with the blocker and some of the shooters. This method is fastest but also more dangerous and only recommended for experienced teams.
