Part of the Killing in the Name of... Quest. Before Updates/10.8, players needed to have completed the Wrath of the Emperor Quest up to mission 7 in order to be able to reach him. After this update, however, his teleporter is much easier reachable and only requires the completion of the first eight missions of The New Frontier Quest.
