It's a weaker version of a Silencer. You need to kill 200 Enfeebled Silencers and Weakened Frazzlemaws as part of the Threatened Dreams Quest.

Behaviour

An enfeebled silencer attacks in melee range. An enfeebled silencer never retreats.

Strategy

Their Haste makes them almost impossible to run away from, so wear energy protection and try to take them out quickly so that you wont get trapped.
