In order to reach them you must have advanced to the 7th mission of the Secret Service Quest.
Behaviour
A dwarf henchman attacks in melee range. A dwarf henchman never retreats.
Strategy
Kill these fast with area attack spells like Divine Caldera/Groundshaker or runes such as GFB. The Dwarf Dispenser summons an unlimited amount of them. The faster you do it the less you will waste. A group of 3 mages throwing Great Fireballs, should kill them fast with little problem.
