From April 1 until May 1 every year, the island of Chyllfroest will be accessible. Visit it and go to the very top of the mountain (sometimes you will need the Levitate spell) to find a Pile of Bones (Quest). Use this pile to obtain a Tinder Box. This can be repeated every 20 hours.
