Lethal Lissy is one of the pirates who constantly tries to loot Liberty Bay with overwhelming invasions of pirates. If you see her around Liberty Bay, it's not a good sign.

You get a chance to kill her in the Killing in the Name of... Quest after killing 3000 pirates for Raymond Striker. The teleporter is located here.
