Hugo is the owner of the Warehouse. Velvet, Norbert, and Aldo sell various cloth apparel on the first floor while Irmana and Kalvin deal with tailoring on the second floor where Hugo also resides. Each of the NPCs on the second floor has a name alluding to a famous fashion designer.
