He lives on the Isle of the Kings, together with other monks. If you go to the restricted area upstairs, you will have to sacrifice gold to pay for your crime. To pay, say crime or absolution and he will tell you how much to pay (this depends on your level).
Part of The White Raven Monastery Quest.
Ask him about "Brother Fugio", and he will let you enter the catacombs.
