Finish the Wanted mission of the Kilmaresh Quest.

Use an Eye-Embroidered Veil .

You are now allowed to wear an eye-embroidered veil together with your robes of an Issavi citizen!

Use a Tagralt-Inlaid Scabbard .

You are now allowed to wear a tagralt blade veil together with your robes of an Issavi citizen!

Upon getting both addons you will get the achievement Citizen of Issavi.
